At our Town Council, we're not just about fixing things – we're about making maintenance a breeze and keeping our neighborhoods vibrant!

Here's a quick peek at what S&CC covers in Pasir Ris - Punggol GRC and Punggol West SMC:

  • Provision of essential maintenance and repairs:
  • Lifts, water pumps, switchrooms, lightings and lift rescue services
  • Conservancy and cleaning works
  • Preventive and cyclical maintenance works including repainting and re-roofing
  • Replacement of water pipes and automatic refuse chute-flushing systems
S&CC Payable (With Effect From 1 July 2023)

S&CC payments are due on the first day of each month without demand from the Town Council. Residents enjoy a one-month grace period, during which payments made within the month won't be subjected to any late payment penalties.

Reduced Rates are applicable to citizen households without private property or HDB industrial/commercial property.

^ Normal S&CC Payable (Normal Rates are applicable to household)

  • Where none of the owners or tenants and none of the authorised occupiers are citizens of Singapore;;
  • Where any owner or tenant or authorised occupier has an interest in any private residential property, or in any industrial or commercial property, whether or not owned by or vested in HDB
  • Which is owned by or let to any body corporate; or
  • Which is vacant.

Penalties for Late Payment of S&CC of Residential Properties. 2% will be imposed on outstanding amount.

Commercial Properties Shop with Living accommodation $2.30/sqm subject to a minimum of $78, in addition to the reduced rate of conservancy and service charges for the equivalent room types for residential (except for Executive Apartment) $2.50/sqm subject to a minimum of $84, in addition to the reduced rate of conservancy and service charges for the equivalent room types for residential (except for Executive Apartment)

Penalties for Late Payment of S&CC of Commercial Properties and Temporary Occupation Licences.
S$30 or 5% of outstanding S&CC per month, whichever is higher.

Collection Hours:

8.00am to 4.30pm from Mondays to Fridays
8.00am - 12.30pm on Saturdays
Closed on Sundays and Public Holidays

S&CC is payable on the 1st of every month without demand. (no invoice will be sent to residential units). PRPG-TC is aiming to streamline administrative processes, reduce paper usage, and promote a more sustainable environment. We give our residents a one-month grace period to pay their S&CC. This means that if payment is made within the month, late payment penalty fee will not be imposed.

Eligible Singaporean households living in HDB flats will receive GSTV – S&CC Rebates to offset between 2 and 4 months of S&CC over FY2024.

Announced in Budget 2024, additional one-off 0.5-month of S&CC Rebate will be given in January 2025.

In total, eligible HDB households will receive up to 4 months of S&CC rebates in FY2024.

Notes:

  1. Number of months of S&CC Rebate in January 2025 includes the B2024 COL S&CC Rebate.
  2. Households with no Singaporean flat owner or occupier in the flat, whose flat owner(s) or essential occupier(s) own or have any interest in a private property, or have rented out the entire flat, are not eligible for the S&CC Rebate.

HDB residents can check or enquire on their household's eligibility for the GSTV - S&CC Rebate by logging into My HDBPage via HDB InfoWEB with their Singpass and following these steps: My Flat > Purhased/Rental Flat > S&CC Rebate.
