Communication & Engagement

• Formulate and update overarching communications & engagement direction, and strategies to reach/engage our residents on our Council's functions and developments
• Develop and maintain media relations, and utilise new/synergise our existing resources to ensure effective dissemination of news and information
• Build community relations, sense of ownership and empathy amongst our residents
• Establish and direct our Council's public activities towards social responsibility, social inclusivity and community building

Projects

• Develop the identities and characters of our Towns through our improvement and upgrading projects, and our cyclical works
• Explore ways to enhance our environment
• Monitor our improvement projects and cyclical works
• Formulate and review guidelines on the distribution of budget for our improvement projects

Audit

• Review adequacy of policies and procedures on internal controls with our Council's management, external and internal auditors; statutory financial statement with external auditor; scope and results of the external auditor's examination; accounting policies from audit and management responses; scope, results and effectiveness of internal auditor, and financial reporting controls with our Council's management; and recommend external auditors
• Evaluate co-operation received by external/ internal auditor, and obtain comments on responsiveness of external auditor to our Council's needs

Estates

• Plan, execute and review our routine estate maintenance programmes (general building maintenance, conservancy, horticulture etc) and manage corresponding term contracts
• Formulate and implement by-laws governing the management, maintenance and control of the use of common properties
• Formulate guidelines for control and use of void deck, open spaces and other common property, and review of terms and conditions for use of common areas

Sustainability

• Redefine the way we think about sustainability, forming a three-prong approach in support of Action for Green Towns
• Highlight Green Features, supporting sustainability projects
• Manage our resources and reviewing our operational approach in line with UN's Sustainable Development Goals through 3Ps (Projects, Processes, Partners)
• Engage residents in sustainability ideas and efforts, foster a sense of belonging for residents to live sustainably under 7Rs of Sustainability

Community Affairs

• Liaises with social service organisations, grassroot organisations, Government departments, statutory boards and others to provide assistance to families with social problems and financial difficulties
• Undertake projects to improve social well-being and welfare of our residents
• Formulate procedures and policies towards administrating our residents' appeal following infringement of our Council's by-laws; evaluate and decide on these appeals

Investment & Finance

• Regulate and administer our Council's Financial Rules on proper allocation and use of funds
• Review annual budget and financial statements with our Council's management; financial performance and recommend necessary actions and investment criteria; recommend and administer investment surplus funds accordingly
• Monitor our Council's arrears position and formulate appropriate arrears management policies and recovery actions
